God-willing today is the last @ArizonaIRC map drawing day -
Making me nervous the meeting has not started.

Countdown to #FairDistricts - Day 0
Here's the fallout from yesterday:
The result is CD 13.9. 4 Safe R (CDs 2,5,8,9), 3 Mostly Safe D (CDs 3, 4, 7); 2 Competitive (CDs 1,6)
Other than irrelevant changes to vote shares for very safe districts, the main effects on competitiveness was to make CD4 less competitive (I call it a mostly safe D) and CD6 more competitive by a little bit.
Sunday December 19 and the @ArizonaIRC is going to meet. Because they really do not conduct their business in public, the public has no idea if they will be talking about congressional or state legislative plans.
And we are also curious about the content and conclusions from the meeting(s) held yesterday regarding the American Indian tribes and nations in N Arizona. #Transparency IS NOT their strong suit.
A few highlights 1) Cs York and Mehl on the Latino Coalition and 2) C. Mehl on CD6 in Tucson. 1) C. York: "Well, I guess my last comment is that we continue to get letters from the public that are convenient when we need them, it seems. Be it a Mayor, or a city council, and in this case, the Latino coalition sent us yesterday afternoon their new desired outcome

The agenda is meaningless. If they have a plan
about how they are going to approach revisions it is known only to them. They have not discussed if they will start w/ Congress or w/ State; MarCo, South, North, VRA or some other process.

This is a rehash in some degree of the actions of @ArizonaIRC Commissioner David Mehl, the chairwoman @ErikaNeuberg and the @SALCLeaders to KNOWINGLY and DECEITFULLY promote the purely partisan #TucsonGerrymander to benefit a sitting #AZGOP State Legislator, @VinceLeach
and in doing so undermine the integrity of the @ArizonaIRC itself.
Commissioner Mehl used his position of public trust on the @ArizonaIRC to advance a personal, partisan interest. That is the textbook definition of corruption.

Hi All - the last @ArizonaIRC public hearings about to start in Maryvale and Tucson. I will be looking to see if the liars and cheats associated w/ @SALCLeaders will double down and be out in force - or do they step back after having their lies exposed?
In Maryvale, how many speakers will note if they are "paid" or not - after @ErikaNeuberg's tone deaf statement yesterday?
As an aside - busses may have been used in some communities to attend hearings because hearings were held in unaccessible locations -

Meeting with AZ Legislative leaders and @ArizonaIRC begins.
As the go through pro-forma beginnings - I will point out that any documents received from the AZ Legislature have not been made public. Nearly a year into operations they still act as if they have no official obligations of functional operations.

So. Very. Interesting. Once again, Commissioner Mehl is exposed as manipulating the @ArizonaIRC for partisan interests. Will it make any difference to how @ErikaNeuberg considers "fair and competitive."
azdem.org/caught-emails-…
It would not be inappropriate for Commissioner Mehl to resign. He's a cheat. And it is not so much that he cheats - it is that he feels free to cheat without consequence. There is "right" and there is "fair". Com. Mehl has demonstrated he can not be trusted to be either.

Hearings in Payson and Window Rock getting underway..... I see four of the five commissioners - Com. Mehl chairing - virtually. Looks like Vice Chair Watchman is in Window Rock and Chair @ErikaNeuberg is in Payson. and there are audio issues...
In introductions they continue to name party and county. Sigh...

Two quick things before the @ArizonaIRC hearings in Payson and Window Rock get underway this evening. 1) The transcript [Here: tinyurl.com/IRCtranscripts ] and word cloud from the hearing last night -
and 2) the link [ ] to the virtual meeting at noon tomorrow w/ @ArizonaIRC and #ArizonaLegislativeLeaders. Again: look to see if they receive the exalted treatment of the @SALCLeaders or that of other mere mortals.
Annette Alvarez - LD 29 -- attends GCC - remove Peoria from CD 3
Marybel - Add Glendale - they are neighbors, friends and have similar experiences w/ Avondale. DO not include Peoria - they have different experiences. Please create district that will listen to people in our community.

And there is a meeting this Thursday at noon with @ArizonaIRC w/Arizona State Legislature Leaders RE: Reports or Memorial submissions. Interesting that Chair @ErikaNeuberg did not mention it at today's business meeting. So odd. Here is the agenda. publicmeetings.az.gov/sites/default/…

And they are back
Com.Lerner -- I see 8.0; 9.1 and 9.2 as fundamentally similar
Wants to start w/ 9.0
A result of trying to create a compromise between 7.0 and8.0 -- and keeping Marana and Ora Valley into one district - plus now a few other communities.
time 11:45 am
Meets contst. criteria - geography, coi,
Previous iteration in 7.0 a - a more dem leaning district in D17 -- 9.0 makes it more competitive --
respects interest from many communities - Amphitheatre schools - 9.0 unites the larger unified school districts

@EricaNeuberg starts of w/ appreciation for Commissioner Mehl for suggesting the late start idea. Makes for a more relaxed morning.

And down to business.
Before Commissioner speak - legal is talking
Met w/ AZ Latino Coalition - NOW They are talking about meetings in which redistricting was discussed. THIS IS TRANSPARENCY. About 8 VRA proposed state legislative districts.

9:30 start time for the @ArizonaIRC mtg today. Two big items on the agenda. Biggest item is discussion and vote on OFFICIAL DRAFT maps for congress and state legislature. Here is the competitive assessment of the three plans they will look at~~~
9.0 :: this is the plan the incorporates requests by Com. Lerner in addressing the overreach of the 8.0 @SALCLeaders map/not-map.
51%D seat share,
partisan bias 2.4%R,
efficiency gap 0.7%R
