The National Clean Energy Fund (NCEF) was created in 2010 to fund research in clean energy. It introduced the Clean Energy Cess, levied on coal, which would go towards promoting clean energy. Sounds great so far, if you're concerned about climate change. In 2014, this was rebranded as the Clean Environment Cess. Now it didn't just focus on clean energy, but this money could also be used for things like river cleaning projects.

Cess was increased from 50/ton (2010) to 100/ton (2014). Alright so far.

Five years ago, I first read about how climate scientists and activists in the US were targeted, bullied and harassed for their work. For eg., read about @MichaelEMann whose work showed that modern climate change was not natural but caused due to human activities. Naturally, this was unpalatable to many whose profits depended on activities that are causing climate change. Thus followed a systematic campaign to malign his science and harass him. He is hardly the only example. There are many who rattle powerful lobbies.

Since there is some spectacularly bad reporting happening - and the confusion is spreading fast - some clarifications:

1. A glacier is like a river of ice. It looks like this:
