The province’s dataset based on VicPD’s use of force reports shows VicPD filed 3,392 reports in four years, or over two a day. VicPD used 51 “vascular neck restraints,” the hold the RCMP was ordered to ban, including on 17 people in crisis and seven people who were in handcuffs.

The data also show VicPD used “physical control-hard” in 918 reports, including 281 where the officer said they injured the person. VicPD filed 34 reports where the officer said they “struck” someone five or more times, and as many as 12 times.
