Pence/Graham will be the last minute 2020 ticket, and, if they win, the chance of any legislation making it will be 100% up to McConnell, assuming he gets reelected.

1. The GOP never wanted the President, they wanted Pence.
2. Setting both the Executive and Legislative branches firmly under Republican control means the GOP can focus on taking the Judicial branch during midterms

By doing this, Cohen has: 1. Raised the possibility of charging the president with witness tampering 2. Saved face with the president, marching off to prison 3. Opened the door to Democrats subpoenaing him to get the testimony
