Prussia (1807–1848) underwent a series of reforms: agrarian emancipation, administrative reorganisation, and the beginnings of capitalism.
These reforms created the self-governing bureaucratic-capitalist state under imperial oversight, HRE's Crown restructured their territories. Exported to sub-empires Britain, France, Prussia (later Germany), Russia, etc 1815–1914 operating within a shared framework of imperial international order:
Christian-European civilisation
Capitalist modernisation
Administrative bureaucracy
Universalism (Enlightenment humanism).

In 1862, only 4 years before the Hanoverian Kingdom fell to Prussia, same year von Bismarck becomes Prussian Minister-President, Lincoln appoints 21yo Lockwood to be US Consul to Charles' Hanoverian lineage.
Prussia had a constitution but the king retained executive authority. Image Lockwood's lineage is captured in the 1086 Domesday Book listing Manors and tenants-in-chief (Norman barons, churches, king). Marriages with Hanover's Bush family that came over to England with King William, Vanderbilt, Revolutionary War titles, etc. Image
