In July 2025, Ukraine’s Military Intelligence Directorate (HUR) accessed internal Russian-administered servers in occupied Crimea. What they found was chilling:

When Russia launched its full-scale invasion in 2022, Odesa’s leadership sprang into action. Trukhanov—himself a former Soviet officer, 1986 graduate of the Odesa Higher Artillery Command School—mobilized and oversaw the cities defenses, collaborating with the 39th Coastal Defense Brigade and territorial defense forces. Sandbags fortified beaches and tourist zones, tetrapod barriers and trenches were built along coastal areas to deter amphibious threats, and utility workers were dispatched to frontline construction in Donetsk Oblast, under municipal coordination authorities.

While specific details of cooperation with local military remain limited, Odesa’s civilian‑military alignment under his mayoralty is widely acknowledged, reinforcing port infrastructure and mobilizing humanitarian aid for over 85,500 internally displaced people by early 2024. His efforts contributed to Odesa earning a place on the UNESCO World Heritage in Danger list in 2023 as its historic center came under fire.

These initiatives commanded international attention, including visits by allied officials who praised Odesa’s resilience. Visuals of sandbagged monuments, tetrapods on beaches, and rescue operations during drone attacks would underscore his wartime leadership.
