How ?
As of today, 17.5 Crore (175 Million) Indians have received vaccine shots (fastest globally), out of whom 3.8 Cr (38 Mil) have received both the shots. In 2019 elections, there were 92 Crore registered voters. Considering addition to age progression and balancing out the likely deaths, there are ~95 Crore (950 Mil) adults in India presently.
The major challenge in mass vaccination of adult Indians is vaccine availability.

A riposte to those who want MSP for private procurement :
MSPs for common grade paddy and A Grade Paddy are ₹1868 & ₹1888 per quintal respectively.
It amounts to ₹18.6 ~ ₹19 per kg to farmers for 1Kg paddy.
1Kg Paddy on an avg gives 400-450 grams of saleable rice. So it means compulsory MSP on non govt/Pvt purchase for farmers for ordinary rice will mean a payment of ₹19 for 400 grams or ₹47.5 ~ ₹48 for a kg to farmers.
Now consider entire logistics — transportation & warehousing cost, the wholesalers' margin and retailers' margin.

The 16 manufacturers are expected to generate production worth ₹10.5 Lakh Cr over 5 yrs — 60% to be exported.
