It is nothing short of tragic that 12 years after Why Loiter? was published we find that a state in India restricts coaching classes for women after 8 pm
The Uttar Pradesh government directs private coaching institutes not to conduct late-evening classes for female students 2/n
This is the tyranny of safety - women must stay inside (no matter that homes are not safe for many women) ostensibly for "their own good".

Because the state is unwilling or unable to create infrastructure that will provide women with BOTH access and safety to the city...
