I was there for a lot of it. The leak traces back to 2019 actually, when Ian McCue sent the workprint to Tom Jedski aka TomsProps (yes, the same person hoarding other BTS material) in response to a question regarding TATMR for Behind the Steam, with no strings attached. He sent the workprint to some of his friends, and one of those people started sending it to more people. And they started sending it to more people. It spread internally in small circles in the fandom for a while, and that's when Tom lied, saying he signed an NDA to get it.

Since my RTM thread on Lady is taking off again, I figured I would start a new thread on why I believe RTM played a role in making the TATMR Blu-ray with deleted storylines a reality. If the movie really did leak out and people downloaded it, the individual downloader would be liable at most for a CIVIL offense (i.e., a lawsuit), NOT criminal charges.
