First of all, the 125M CF released to the OVP in 2022 is NOT from the budget of the OP.
The fund source was the CONTINGENT FUND under the 2022 GAA.
The Contingent Fund is NOT lodged in the budget of the Office of the President. It is a special purpose fund intended to be tapped for “contingencies” as its name suggest.
It can be used to fund “NEW” or “URGENT” activities or projects of national gov’t agencies, GOCCs and LGUs

The total budget proposed by the Executive branch is 5.7 trillion. The total budget ratified by Congress is 6.2 trillion - 450 billion higher than the proposed version because of the bloated Unprogrammed Appropriations.
Here's the breakdown of the 2024 budget by type of appropriations.
Notice the total new appro which consists of the programmed appro and the unprogrammed appro. The programmed appro is the same, but the unprogrammed appro increased.
