ANSWER: "Fire departments have minimum staffing requirements for engine and ladder companies. As firefighters and paramedics go into lock down, there are only so many fixed assets that you have available.
In the D.C. area, there are robust mutual aid plans and federal firefighters, but that's somewhat unique as you look around the country. The nature of the work also demands close proximity to each other.
It's the same issue that can impact protection staff and duties of the 24x7 operations of the U.S. Secret Service and State Department DSS. It's takes so long to train agents, cops, paramedics and firefighters, this is not something that can be quickly back-filled. "
