Denial of healthcare services to people from across the country puts the Delhi govt. not just in violation of international #humanrights standards that guarantee #RightToHealthcare but also Article 21 of the #Constitution which guarantees #RightToLife.

On Sunday, @CMODelhi @ArvindKejriwal announced that all govt. and private hospitals in the city would only treat residents of #Delhi except those seeking treatment relating to oncology, transplantation & neuro-surgery & victims of road accidents and acid attacks within Delhi NCR.
Even though serious public health threats such as the #COVID__19 pandemic may justify restrictions on some rights, it must strictly have a legal basis, must not be discriminatory in application, respectful of human dignity & proportionate to achieve the objective.
Unfortunately, the order of the #DelhiGovernment does not fulfil this criteria. Instead, it arbitrarily marginalises hundreds or thousands of patients who travel from different parts of the country to avail critical healthcare facilities in the capital city.
The burden of the alarming increase in the number of #COVID__19 cases in Delhi and inadequate health infrastructure must not be borne by the patients, particularly the poor & marginalised. The fight against the pandemic must be inclusive. @WHO @MoHFW_INDIA @drharshvardhan
