The initial news ws— the terrorists frm Kerala & West Bengal wr planning an attack in Delhi. Bt for obvious reason operatives wld not hv then arranged everything in 2 states so far away frm Delhi. It wld hv increased the risk of them getting caught while travelling to Delhi.
