Pracha: State machinery was misused... Protests were proceeding for months there peacefully.
The aspect of violence is a crucial aspect which has to be considered.

Mehta: But it is not absolute.

SC expresses its appreciation for the interlocutors and the report prepared by them who are "eminent and neutral persons".
SC says a short order may be passed based on the interlocutors' report to assess its success or impact.
