Court relies on protected witness GAMA's statement that he saw @UmarKhalidJNU giving provocative speeches in the protest sites. Devangana, Natasha, Tasleem and Gul were also present there and making provocative statements.
GAMA further stated that after violence began they sought shelter and were taken in by one Professor Apurvanand who lived near DU, and said that they were "to bring the govt to its knees," and "to make it a Hindu-Muslim issue". #DelhiRiots
Court also referred to protected witness DELTA'S statement talking about the Old Seelampur Central area protest site where again Gulfisha Fatima, Devangana, Natasha, Sohail, Tasleem and Khalid were there, provocative speeches were given, plan was made for road block with ladies.
DELTA also stated that at the same protest site, they had failed to block the road initially. Use of code words Iike "Eid par Nainital jana hai" (Road block karna hai), "aaj chand raat hai" were used. "Andolan khoon maangta hai", was also used in the speeches.
Roads were blocked on the pretext of candle marches, according to the order, and AAP's Tahir Hussain was found giving money on various protest sites, stating it would be used for riots.

The Court also referred to protected witness HELIUM's statement that Khalid and his father were found in Jantar Mantar in a protest. Khalid's father said he comes from Jahangirpuri, where "there are a lot of Bangladeshi" and to "education them" and "fight against CAA-NRC."
