It is at the direction of Śhiva that the earth is supported by Śeṣha. It is at the direction of Śhiva that the Raudrī and Tāmasī form of Viṣhṇu (born of Sankarshana and Aniruddha) that brings about destruction is created by the four-faced lord.

Shiva doesn't worship Sankarshana. The Rudra murti born of Sankarshana, who is the destructive aspect of Vishnu, he alone worships Vishnu.

So the Rudra who worships Sankarshana is an aspect and manifestation of Vishnu's Sankarshana Vyuha and is indwelt by Sankarshana Vyuha only and so he worships him.
Bhagwan Shiva is far above, beyond even Sadāshiva.
