If Shiva is ultimate, then why does he worship Samkarshana (Adishesha)?

It is at the direction of Śhiva that the earth is supported by Śeṣha. It is at the direction of Śhiva that the Raudrī and Tāmasī form of Viṣhṇu (born of Sankarshana and Aniruddha) that brings about destruction is created by the four-faced lord.

At his behest, through other forms of his own, he protects the universe & annihilates it in the end; he protects, creates & devours it through his own three bodies. At his bidding alone Rudra annihilates the universe in the end

(Vāyu Samhita 2.2.31–34)

Shiva doesn't worship Sankarshana. The Rudra murti born of Sankarshana, who is the destructive aspect of Vishnu, he alone worships Vishnu.

Maybe the chart will help you understand (A minor correction in the chart - its chapter 15 , not 16).

So the Rudra who worships Sankarshana is an aspect and manifestation of Vishnu's Sankarshana Vyuha and is indwelt by Sankarshana Vyuha only and so he worships him.

Bhagwan Shiva is far above, beyond even Sadāshiva.
