If Krishna controls everything, how does Krishna control nondevotees?
He gives the answer himself in the Gitā.
mattaḥ parataraṃ nānyat kiñcid-asti dhanañjayaḥ | mayi sarvam idaṃ protaṃ sūtre maṇi-gaṇā iva || 7 ||

Gita 7:7. There is nothing whatsoever higher than Me, O Arjuna. All this is strung on Me, as clusters of gems on a thread.
yo māṁ paśyati sarvatra sarvaṁ ca mayi paśyati | tasyāhaṁ na praṇaśyāmi sa ca me na praṇaśyati || 30 ||
