Sen. Kennedy’s efforts resulted in a great deal of information on these sinister secret programs being revealed to the public for the first time.

On page 43 of the Report, the central truth of the matter is revealed under oath:
The Russians never had any such brainwashing drugs, nor was MK UKTRA justified in any way.
The Navy and CIA knew this, but continued the sick experiments on human subjects.
Back to the original question: did the CIA do MK ULTRA experiments on unwitting assets in other countries, specifically #Ukraine?
In the 1977 hearings the CIA gave a word salad answer but did admit “we occasionally looked at foreign human experimentation,” but didn’t say where
We will probably never know for sure, as the “elimination of our holdings” is spook-speak for “we destroyed all our files on that subject.”
“No further collection effort is required”
Translation: the CIA is unaccountable, even to Congress.
