It is Christian-Muslim baggage to think that belief matters in religion.

Since Hindu is not in the Abrahamic family, the Abrahamic baggage does not apply to them.

Outside of the Abrahamic family, belief or disbelief is a topic for entertainment not a topic for definition. Even within the Abrahamic family at least Judaism is not defined in terms of beliefs.

There are three forms of Hinduism.

1. Jñāna-kāṇḍa — Theoretical-Philosophical-Metaphysial

2. Karma-kāṇḍa — Ritualistic

3. Upāsana-kāṇḍa — contemplative, mystical.

Many of the classical schools of Hindu philosophy were non-theistic or propounded an Absolute Reality which was Impersonal. So one can study and ascribe to Hindu philosophy while denying a Personal Deity.

All ritualism is involved with God and gods, but ritualism is an optional indulgence and not compulsory and it is useless for achieving the Summum Bonum of human life which is Liberation (mokṣha) from suffering and saṃsāra.

Hinduism is called Sanātana DHARMA - because the key to Hinduism is DHARMA which can very well be practiced without a belief in God, but some would claim that theism helps them in their Dharma practice.
