Biden Executive Order bans US govt agencies from using commercial spyware that poses a risk to national security.
Such as Pegasus software that was used against US govt personnel & likely many others.
Software companies that sell to bad guys can't sell to US

So if softwar companies want to sell spyware to the US IC & law enforcement, they can't sell it to anyone who uses it against the US or for repression against other citizens.
So I'm guessing that all the spyware companies that spied on Trump, reporters, & the FBI in 2016 are going to be prohibited from US govt contracts!

Like when Joffe working for Hillary's lawyer Sussmann was illegally accessing White House & other government & IP data & databases to search for derogatory information on Trump then leak a twisted version of it to the press.
Wonder if this means Durham has found evidence that US government agencies (DARPA, NSA, DIA) requested Joffe & his team to spy upon Trump...

And it likely wasn't before because it was 'commercial' spyware.
Within 90 days & every 6 months going forward, all agencies will have to report any intelligence or information about all foreign spyware companies using software in violation of these policies.
Any agency deciding that a contractor is in compliance or not but be documented & provided to the DNI for their compliance report. No buying the software & not telling anyone about it to keep it secret.
They have to give notice of the decision & their due dilligence at least 7 days before beginning to use the software.
Agency heads may issue a 1 year waiver if thre is no feasible alternative to the commercial spyware that poses a national security risk.
But the Assistant to the President for National Security Affairs (National Security Advisor) & DNI must be notified within 72 hours.
Agencies have 6 months to report any operational use of commercial spyware products & what they have done to implement this policy.
Then annually the agencies have to certify that any commercial spyware that they are using odes not pose a national security threat.
