Spoiler warning I pretty much solved Imu’s identity 🤷🏼♀️😮💨
Imu is Lili Nefertari’s daughter.
Her character being a direct mirror to Doflamingo, however Imu did manage to succeed with her goal even better then Doflamingo could ever dream to achieve.
Just like Doflamingo Imu managed to get her own chosen family that believe she should be the ruler of the planet, the world goverment and above the celestial dragons.
19 families signified with their swords that they swore loyalty to the empty throne. The 20th sword, that of Lili Nefertari is seen in the flower room.
Lili wanting to give up on the celestial dragon title angered her child Imu. On sea Imu took her moms life the same way Doflamingo took his father’s and used her sword to take over the empty throne the other families had sworn loyalty to.
Doflamingo was after the op op no mi for one reason. The immortality operation. Imu succeeded in getting this operation again succeeding where Doflamingo did not.
There are even more subtle hints towards the similarities between Imu and Doflamingo such as both their attacks consisting out of 16 holy bullets. Again Luffy is above the gods and punches down on Doflamingo while Imu shoots down on her subjects.
Sugar is also an interesting crew member of Doflamingo, her being presented as a child that doesn’t age with a crown who’s ability is to change humans into her puppets/subjects. Another reflection of the true horror that is Imu but on a global scale.
