The testing is the problem. All the assessments are a problem.

ESSA (Every Student Succeeds Act) forces the state to administer a statewide test. If a state takes federal money it has to adhere to the federal mandates.

Most States like Missouri have a specific amount mandated to spend on public Ed in their State Constitution. This is amount does not include Federal Revenue, State only.

Missouri Constitution mandates 25% of the State General Rev go to public Ed.

How much $$ is that? #moleg

Here is the MO 2023 budget allocation.

Pay attention to the Total General Funds. That does not include Federal.

$12,057,491,525 is the 2023 State General Revenue Budget.

What is the 25% mandatory amount?

$12,057,491,525 x .25 = $3,014,372,881.25

If MO cut its Elementary & Secondary Ed Budget to 25% would MO no longer have to use the Federal money and be tied to its mandates? #moleg

Remember that “foundation formula” they always talk about?

Those are funds that go directly to the schools through “equity” funding demanded by the Outstanding Schools Act which is good in theory.

What comes with that funding is the forced mandates of MSIP and MAP.

So if the 25% is going to public Ed through the foundation formula what is this?

That is all the federal funding. How much if that is strictly administrative and doesn’t actually get to the child to benefit them?
