I blame the rising cost per homeless person on:
Fentanyl/drugs (intransigence multiplier).
NGO incentive misalignment (reward service not solution).
Housing First ideology (religious belief now).
SMI revolving door (deinstitutionalisation never fixed).
Cost disease.
