A thread on all the #Aadhaar data leaks from Andhra Pradesh. The first leak I reported about AP was part of my report on why leaks are happening. The AP government published details of 2 crore residents Aadhaar, bank account numbers, phone numbers as MS Access databases online
Another one part of the same report was AP NREGA website publishing details of another 1,12,99,803 residents #Aadhaar numbers and bank account details.
This NREGA #Aadhaar data leaked again from a different portal. Turns out everyone has everyone's data at multiple databases.

Every resident's property tax, water bills, advertisement tax details along with #Aadhaar numbers, mobile number, GPS lat, long, who lives there and electoral ward you belong to. All of this data is stored with a NGO started by @NandanNilekani They knew the data was leaky in 2015

Short Thread on #Aadhaar Voter ID linking idea, where it comes from and why you should care about it seriously. Proposal to link Aadhaar was pushed by Nilekani to ECI. This was executed by ECI in 2014 by terming it National Electoral Roll Purification - Authentication Programme.
The first pilot of this exercise of linking Voter ID with Aadhaar was carried out in Nizamabad and Hyderabad districts in Nov 2014 by IAS official Ahmed Babu. Babu claimed this excercise helped remove duplicate voters and recommend to ECI. ECI made it a national programme in 2015
Supreme Court which has ordered Aadhaar to be only used for subsidies halted this exercise in Aug 2015. By then Chief Electoral Officer of AP & Telangana deleted 40 lakh voters in Telangana and another 25 Lakhs in AP. ECI linked Aadhaar with Voter ID without informing the voters

There is a fundamental problem I have with the committee's vision. They propose Open-APIs to share data between all organizations of criminal justice system. At heart of this system is Inter-operable Criminal Justice System (ICJS). Which will integrate courts, prisons, police.
ICJS as being said will give one a 360 degree overview of criminals in the criminal justice system. But it extends beyond criminals as the MHA wants to make amendments to Identification of Prisoners Act to included pretty much everyone into this system. ICJS is housed inside MHA

The idea around DBT primarily comes with the whole Financial Inclusion Initiatives being promoted by government. But the usage of bio-metrics though happened with this smart card project in Andhra Pradesh. The project was a pilot which & it identified few cores areas.
Since the pilot was for NREGA work payments, identification of work payments was required. So it all centered around identity. Biometrics with smart cards was decided to be used. Reason for this according to me is the already existing SCOSTA card standard scosta.gov.in

I first heard about them during the #Aadhaar case when its founder @Arghya_justify was involved in defending govt's stance that Indians don't need a fundamental right to privacy. His stance during the hearing was privacy is part of article 21, so one doesn't need it to elevate it
During hearings in SC, government constitutes Sri Krishna committee for making a data protection law because @Vidhi_India has suggested it @rsprasad. The govt used this as an argument to persuade the court to not grant fundamental right to privacy saying there will be a data law.
