Quick Reminder: Halper has had a variety of contracts - it appears to start in 2013 and last one ended March 2018...
When you see multiple contracts year over year w/same agency (like Halper’s history shows) you often to see what is called an Indefinite Delivery Indefinite Quantity (IDIQ) contract.
It is a multi-year agreement that helps streamline the process - I couldn’t find one.
An IDIQ (or another contract vehicle) may exist somewhere, BUT... what caught my eye is that some of the contracts are defined contracts, while some are ‘Purchase Order’.
This made me want to dig deeper...
The largest portion of money spent was $411k over 18 months...
** It is shown as ‘Full & Open Competition - 1 offer’
** This is also the period where the contracts are under ‘Purchase Order’
For those who have worked in Govt Contracting, particularly on the BD side... these arrangements are unusual.
But, there are certainly mechanisms I’m not familiar with - fair enough.

Contracts with FOREIGN FUNDING!
Administrating contracts with foreign funding is NOT necessarily shady - if another country want to by our planes they will probably need our mechanics too...
But we are talking about SPOOKS and spying on our campaign! Look at these dates with foreign funding!!

FakeNews is probably running a risk assessment right now, wondering if there is more risk of adverse actions by running the story.
If they boost the profile, these kinds of actions could spread - a boomerang 🪃!
