There were many creative attempts to get White People to breed faster. They all failed.
Attractive White Women were selected, groomed and sent out to find mates. This effort failed as well. 
This stress has led to strange outbreaks and group dysfunction amongst the remaining populations.
Early White Man attempts to integrate and blend into other populations also failed badly. This led to today's Cargo Short Cult and further lack of breeding opportunities.
