Recently, I came across observations of two individuals, both of whom hail from Sri Lanka, on the much-criticised Indo-Lankan Accord of 1987. The observations came from Mr Palitha T. B. Kohona, a veteran diplomat who has been appointed Ambassador to China, 1/22 ImageImageImage
and Mr Kuna Kaviyalahan, a Tamil writer, who, I understand, lives in Netherlands. Mr Kohona, responding to a question during a TV interview whether the 1987 Accord was still binding on SL, referred to India's “failure” to ensure surrender of arms by the LTTE 2/22
and wondered why SL alone should stick to the Accord. Mr Kaviyalahan’s take was essentially on the “Indian agenda” behind the Accord. He listed five reasons, including the presence of a station of Voice of America in SL and India's hold over Trincomalee oil tanks. 3/22
