After transcription of the remarks, I realized the "10 seconds" part must be put this way: The operator tried to contact his commanders, but failed to do so either for jamming systems or network traffic; then he had 10 seconds to make his final decision: he decided to fire
Iran's Makran forward base ship joins the country' naval fleet. Iran claims it's the first forward base ship in the Middle East. It's going to serve both the Army and cargo ships. It can carry up to 7 choppers, and be used for missile, drone, and e-warfare operations.

Makran used to be an old tanker, but was transformed into a forward base ship with 3-4 million dollars. The whole project has reportedly taken two months. But this version is going to be further upgraded in future.
