Starman is a name borne by several DCU characters, but only some of them have been examples of the #SupermanAnalogue. The original was definitively not and the one I'm most familiar with, the 90s incarnation, also wasn't, so let's start with one that REALLY was: Will Payton. 
Uh...Will Payton is a character who I only have limited experience with. He was discussed a lot in the 90s book (which dwelled on the history of the name) and I remember characters like Wally West making cracks about him being one of the big guns. Never read the series, sadly.
My direct experience was the Superman arc "Krisis of the Krimson Kryptonite" where he legit played the part of the Man of Steel when Superman lost his powers.
It makes sense that Will could stand in for Superman. After all, he's incredibly durable (including not needing to breathe), super strong, can fly, project radioactive heat, and shapeshift...a little. He wasn't quite as tough as a Martian or a Captain Marvel, but he was no slouch
Will suffered the usual accidental exposure to a weird energy and then could all of a sudden change his face and slug it out with Solomon Grundy.
Or so we thought! See in an effort to streamline the myriad heroes bearing the title, James Robinson revealed that one of the earlier characters had been changed to stellar energy and infused into the young man, making some kind of fused entity (to a degree were not sure about).
So, Will Payton kind of WAS Prince Gavyn. And this kind of means this was the version used in JLU. Sadly, I only know that Gavyn was an alien with a shepherds staff and stellar powers. Wish I could say more.
I've read that Will Payton is around in the post New-52 era. Again...not sure. Sorry. But I remember he was a solid character from an era when DC was finding it's feet after Crisis on Infinite Earths.
Given his power, he could have been the Superman of a different setting. As it is, he's part of a greater legacy that sometimes overlaps that iconography.
