This is true but I think promotes a false sense of security. Trump can have a big influence by pushing red state governors to end the orders and pre-empt local orders and punishing blue state governors who try to keep them in place.
Cities and states are going to take a huge hit to their tax base from the economic shutdown and the cost of dealing with the virus. They are going to be dependent on the federal government for money.
If Trump threatens to cut off the cash for any state that doesn't end the stay at home orders, it's a big problem.

You may recall Jeffress as the guy Trump live-tweeted telling the hosts of Fox & Friends that if the Senate removed Trump from office after his impeachment it could trigger a "Civil War-like fracture."
