I know it's not why people are irritated, but it's also worth noting: according to the American Lung Association, black Americans smoke pretty much the same as white Americans. Latino Americans are less likely to smoke than non-Hispanic whites. lung.org/quit-smoking/s… 
Alcohol use is a more complicated subject, but a cursory review of the articles at ncbi.nlm.nih.gov suggests that black Americans are less likely than white Americans to drink heavily.
Obviously, substance abuse problems afflict every US population group. Different groups, different problems. Sobriety is good advice for everybody!
