The States created the president, the Congress, and the courts.
They did so by their ratification of the Constitution of the United States.
In the area of making legislation, Congress has all the power. The president has none. The courts have none.
The president wields the entirety of all federal executive power. Neither the Congress nor the courts have executive power.
The Judiciary exercises all of the judicial Authority given by the states. Neither the president nor the Congress exercises any judicial Authority.
