It is absolutely not a loophole for recess appointments and never has been. People pretending otherwise have 0 understanding of that clause or its intent.
Ok let me explain this slowly: Triggering this clause would require the Senate to vote to adjourn early during a global pandemic in order to trigger the "disagreement".
If Trump had the votes for that, he wouldn't need the clause to push questionable recess appointments.
