JUST IN: A document entitled “Opening Up America” is being shared by President Trump with the nation’s governors right now that details a recommended three-phase plan to reopen states.
Obtained by @cbsnews: Here’s Phase 1, Phase 2, Phase 3. Document says recommendations are “Based on up-to-date data and readiness; mitigates risk of resurgence; protects the most vulnerable” and is “implementable on statewide or county-by-County basis at governors’ discretion.” 
As one participant on the call tells me, these White House recommendations are “all guidelines no directives, what states are already doing and focused on. Trump is very much focused on the role of sports coming back as a means to show we are getting back to life.”
At the start of the meeting, President Trump told governors, "You're going to be running it, we're going to be helping you. We're going to be supplying you as needed, if you need something that you don't have," according to audio of meeting obtained by @CBSNews
