Next there are guidelines for individuals & employers.
What about public transportation. So many workplaces (eg, meatpacking) will not allow social distancing & create hotspots. Business travel between cities is concerning at this stage. Asymptomatic spread inevitable. 3/

Phase 1 described here. They left out the specific gating criteria. They had several versions to consider. Focus on vulnerable is right. Sporting venue? Really?
Phase 2 is described here. It’s not entirely clear what the trigger is to get here— to the place where schools re-open. This is not providing guidelines.
Phase 3– which is life back to normal sounds like a post safe and effective vaccine world.
My commentary.
1: As a statement of approach, this is fine.
2:It feels like they stripped out a whole lot of detail. Or really any helpful detail. Put the burden entirely on the governors.
