Compelling 1/N people to give a sample is arguably better than N in lockdown. But it raises civil liberties concerns.
It's the ultimate collective action problem. Every aspect seems to require either a highly cooperative citizenry or a competent centralized government (or both!) to quash it.
But we don't have either. Huge potential for abuse.
But governments won't surrender the powers obtained along the way. With physical assembly restricted, we may need digital decentralization to rebuild our freedoms.
The West doesn't have many of these. But the virus may actually create more via devolution.
