But presumably whole point of using comprehensive PPE under the old advice is that it’s safer than using lesser PPE under the new advice. Otherwise why isn’t the new advice standard?

Maybe according to the official data. But more comprehensive data we have from other countries puts care home death on average at around 40-50% of deaths.
