Most businesses will voluntarily stay shut until the public feels safe. Most consumers will stay self-quarantined until they feel safe.

In fact, the lockdowns are economically *helping* a lot of people.
With courts shut down, landlords can't evict people. Many utilities, insurers etc are not enforcing bills. All that would come crashing down on the poor if the lockdowns ended before they could safely work.
