Bears are pound for pound stronger and tougher than Big cats, though not as fast or as agile. They are also smarter, their intelligence being on the level of primates (if not some apes). Their sense of smell is several times greater than a bloodhounds, and their paw swipe can
not only knock a bull down, it has been known to kill Bull Moose (just 1 shot), and Moose are about the same size as some bulls. Their claws are not as sharp as those of a big cat, but they are larger and serve as clubbing as well as tearing weapons. A bear can grab a bull's
horns and with a twist, paralyze the bull. Indeed, these animals were made to fight 1 on 1, and most often the bear won (though in some cases they would let the bear fight bull after bull until exhaustion, wounds and a fresh bull did it in). There have been cases were bulls
killed bears (including one incident involving a grizzly battling a feral Mexican fighting bull), but generally speaking, if both animals are the same size, the bear will most often come out the winner.

However, Grizzly bears in the interior lower 48 rarely reached 1000 pounds.
That was a size that bears usually attained on the coasts. Indeed, the now extinct California Grizzly could hit 1200 pounds, due to many of them living on the coastline. Kodiaks are very large for the same reason. The food is more plentiful there than in the interior US, which is
one reason why brown bears in the interior US (called "grizzlies", to distinguish them from coastal Brown bears), are surlier than their larger, better fed cousins (though another reason may be a hold over from the ice age. Being more savage can be a good defense against
large predators like saber-toothed cats, American Lions (some of which weighed 1100 pounds) and giant short faced bears (1200-2205 pounds). Meanwhile, bulls can weigh around a 1000 pounds and even over a ton. Some bulls are unearthly muscular, such as the Belgian Blue.
There are also cattle breeds that are well designed for defense. The Ankole Watusi cattle of Africa (aka African Longhorn) have very formidable horns (both males and females) and they use these successfully against lions, African hunting dogs, leopards and hyenas (the latter of
which could potentially bite into their horns, causing intense blood loss). However, Ankole Watusi cattle have never faced an animal that could kill it with one paw swipe, or grab its horns and use those natural weapons against them.
Still, if a bull is big enough, it could
beat a bear.

But if they are the same size? All things equal...
