Circular from building management to residents pointed out that building across street had a positive test result and that we should be extra cautious.

This is a communications challenge.

Coronavirus has been epidemic in Tokyo for a month+; one should be new normal cautious.
The stigmatization of a particularly person / building doesn't help matters and, when they are better in +/- 2 weeks, that should not move the needle at all on relative danger level for people out and about in the neighborhood, because coronavirus is epidemic in Tokyo.
Note this sort of communications challenge would be easier for e.g. superintendents at buildings to navigate if they were getting clear, consistent guidance from people who control information channels, who are getting clear, consistent guidance from people who know ground truth.
