REOPENING REQUIRES #3T

🟢 TESTING. Tests—fast, cheap—must be available to all who need them.

🔵 TRACING. Tracing patients must be possible—meaning there are few patients—and available.

🟣 THERAPEUTICS. Therapeutics to lessen symptoms must be widely available.

PS/ Reopening also *implicitly* assumes—simply as a matter of mechanics—that everyone in a reopened jurisdiction *will*:

1️⃣ Keep socially distancing (10+ feet).
2️⃣ Wear a face mask.
3️⃣ Understand that no location is "safe" until the location achieves #3TV (#3T *plus* a vaccine).

NOTE/ Any local, state, or federal official who supports widespread social contact in the absence of #3T is basing their decision on something other than public safety.

The *most* that could be said is that such an official *may* have ensured local hospitals have available beds.

NOTE2/ Not a single jurisdiction in America has achieved #3T. There is no indication that #3T can be achieved before the end of this fall. Only the predominance of economic considerations can explain why #3T is not being set as the *exclusive* standard for any and all reopenings.
