1. Retroactively approve and authorize the submittal of required documentation and certification to
the United States Treasury Department to secure the County of Fresno’s portion of the Coronavirus Aid, Relief, and Economic Security (CARES) Act funding; and Adopt Budget Resolution increasing the FY 2019-20 appropriations and estimated revenues for ACTTC - Disaster Recovery Fund

For state and local governments, the CARES Act established an $150 billion Coronavirus Relief fund. This Fund is available to select cities, counties, US territories, and Tribal governments to cover expenses that:
3. Are necessary expenditures incurred due to the public health emergency with respect to COVID-19;

Were not accounted for within the most recently approved County budget as of March 27, 2020; and
and Dec. 30,2020. $81.5 million wired to County this week. Can’t be used for lost revenue. Can be used for paid sick leave , telework , payroll for employees dedicated to COVID-19.
Can be used for caring for homeless and Covid, grants to small businesses to offset closure costs , unemployment insurance costs and local government expenses. Rousseau Says we can be 2nd and 3rd waves of virus. Country is taking on $2.7 trillion in debt.
Congress is considering CARES 4.0 County needs to consider if and if not this bill passes says CAO Rousseau. @LincolnSeward Magisg says we need to have more COVID-19 testing in order to reopen County for businesses. @stevebrandau I have been against almost all stimulus plans.
Government has created this current mess but hopefully we can use these funds properly in Fresno County. Rousseau says States have asked Trump for more testing materials. Whatever we don’t spend we need to send back. Audits will occur too. Extra help will be hired to contact
Tracing. Guidance is changing day to day. @BuddySupervisor tells public health staff that he has a blank check to do testing. Staff: Contact tracing and follow up will occur in following weeks. June 1st thru December. Want to work with Madera and King County to do this testing
as people cross county borders. We need to do contact tracing immediately after a patient is suspected of being infected. @BuddySupervisor says we need a motion to accept this “Monopoly money” Approved.

This group has successfully sued County on this housing element and court agreed says Counsel Cedarborg. Staff agrees 2010 is too long ago and will be updated soon. 14 months in front of Supervisors. Magisg asks about 15% cap on CDBG dollars and COVID. Staff:lifted. Mendes: rural
areas rely on CDBG dollars for projects to be built. Magisg:public wants to be involved with General Plan. Staff: housing element is on its own timeline from rest of general plan.
The recommended actions are necessary for the County’s participation in the U.S. Department of Housing and Urban Development’s (HUD) Community Development Block Grant (CDBG), HOME Investment Partnerships Grant (HOME), and Emergency Solutions Grant (ESG) entitlement programs, and
permit Department of Public Works and Planning and the Department of Social Services staff to submit the required planning document and applications for entitlement funds to HUD. Laura Moreno: this is annual ESG dollars. This helps people match to housing as well as Emergency
Housing. System has been built that makes it easier for us to deal with Covid -19. No other comments from public have been emailed. Approved.
Supervisors Coments Pacheco: illegal fences are sometimes built in wrong places such as County Right of Way . Need a way to allow minor improvements of fences with property Owners taking responsibility to upkeep. Magisg: this will correct a problem that is Countywide. Pacheco:
Letter of law says this is illegal but eye balling it says no. Would like Counsel to develop something with in the next two weeks. Staff: this will cover light poles etc. Sometimes County will have to ask items to be removed that are on County right of way.
Brandau: @stevebrandau Double grade separation at Blackstone and Mckinley and FCC. This will be a great measure c project. Magisg: Mayor Lee Brand had recovery meeting. People are ready to go back to work. Governor needs to empower County to allow citizens to get back to work as
Covid effects counties differently due to geography and other. Mendes: County needs autonomy. Mayor Brand’s Committee has too many people and gets bogged down. Also mentions “Brandau was able to beat City Councilmembers to the camera which is a tough thing to do!” Brandau:
Will City lift their shelter in place May 6th ? Magisg: hopefully City and County Shelter in Place rules mirror each other.
