19. 19. Retroactive Grant Application/Award/Agreement and Memorandum of Understanding (MOUs) for Central Valley High Intensity Drug Trafficking Areas
Retroactively approve and authorize the Sheriff-Coroner-Public Administrator to submit grant application and, on behalf of the
County, execute grant application from the Executive Office of the President’s Office of National Drug Control Policy (ONDCP) for the Central Valley High Intensity Drug Trafficking Areas program in the amount of $827,628;
26. Adopt Resolution retroactively accepting and expressing gratitude for a non-monetary donation, with a value of $22,600, from the Heising-Simons Foundation and Uptrust, Inc., to initiate a text messaging system for the Public Defender’s Office; and
2. Approve and Authorize the
to execute a retroactive Agreement with Uptrust, Inc. for text messaging services, effective October 1, 2019, not to exceed 30 months, which includes an 18-month base contract and one optional one-year extension, total not to exceed $8,400.
There is no additional Net County
Cost associated with the recommended actions. Approval of the recommended actions will authorize the County to retroactively accept a non-monetary donation of services of a text messaging system with a monetary value of $22,600 for designated clients of the Public
Defender’s Office. The donation is from the Heising-Simons Foundation, with funds going to directly to Uptrust, Inc. Uptrust provides a text messaging system to facilitate court appearances through client engagement and text message reminders. The recommended actions will also
a retroactive agreement with Uptrust for text messaging services to the Public Defender’s clients, notifying them of their court dates. This item is Countywide.

Meeting beginning with Invocation and pledge of allegiance. Supervisors are all present except Sal Quintero who is on via phone. Item 37 has been requested to be pulled by Radley Reep on General Plan consultants. Rest of Consent Agenda approved.

@stevebrandau they have been outcry from constituents regarding penalties during this Coronavirus. Letter will be sent out today. Approved 5-0
3. Consider and take action on request for Determination of public convenience or necessity on application for Alcoholic Beverage License Type 21 filed by Prabhu Daya, Inc., DBA EZ Stop Mini Mart, located at 11024 S. Fowler Ave., Selma, CA 93662-9619
There are 4 off sale licenses allowed by ABC and there is currently 6(!). No protests from public. Approved 5-0
Item # 4 was continued. Will move on to Radley Reep’s consent item regarding County General Plan consultants. Reep sent in a letter. @LincolnSeward Magisg mentions several items were received by the public. Approved 5-0 with little discussion.
@stevebrandau Has heard Fresno County has one more week before peak on Coronavirus. Is anxious to get businesses back open and getting government out of deciding who is essential and not. What % of coronavirus victims had other pre-existing health issues?
No other comments by Supervisors. Supervisors name a few residents to Behavioral Health Board. Approved 5-0. Move on to Public Presentation. 17 letters were received. They were all received by Supervisors prior to meeting (apparently won’t be read out loud). They had topic of
Coronavirus and two on evictions related to the virus. That concludes the Public Portion of the Supervisors meeting at 9:18 am (less than 20 minutes). Going to Closed Session now.
