Matt Hancock in response to @NickMartinSKY says that the govt was aware of risk to care homes from January

If so question is why testing wasn't made more available to the sector earlier? And lockdown for the sector come sooner?
This thread was written on April 2nd. Makes clear care homes were a ticking time bomb not least because of situation apropos agency staff going to multiple homes in a day. Either that needed to stop or testing needed to be brought in for those staff much sooner.
We are where we are and rolling out of testing will be very very welcome. But these are all questions which at some point will need answering.
Another question: if govt has been thinking about care homes since January, why has PPE been so difficult for them to obtain?
