Wouldn't forcing a meat processing plant to stay open be forced labor or involuntary servitude?

The Thirteenth Amendment says nothing about payment. If you force someone to work and you pay them, it's still forced labor.

We don't often see occasions to discuss the Thirteenth Amendment, so I hope you're all taking notes for the Twitter Bar Exam.
I'm no expert on the Defense Production Act, but my understanding is that it redirects labor instead of forcing labor.

Instead of building cars, we need your plant to build tanks. That sort of thing.

Not:

"I'm closing my plant."
"Oh no you're not!"
