Interesting. Not totally clear to me here how they compress the timeline. Sounds like perhaps running production concurrent with efficacy trials concurrent with safety trials?

Have to wonder, though, why they can't show similar "Manhattan Project" urgency on testing & tracing.
This makes it sound like they're trying to accelerate the path to human trials; but it's human trials that are the bulk of the 12-month timeline Fauci has consistently laid out.
And this suggests they'll be producing vaccines concurrent with trials, which is an interesting idea but potentially leaves a lot of waste (perhaps a defensible risk). At a minimum, good to be investing in scaling up production infrastructure while candidates are being trialled.
But what's really vexing here is that they could be putting this same degree of vigor and federal ownership into resolving the testing bottlenecks, PPE production, scale-up of contact tracing, and hospital readiness. Yet they're pushing all of those things off to states instead.
Which is debilitating because all of those are things with a much higher immediate payoff than a vaccine, in terms of lives saved and economic damage averted. And all things where strong federal role would help a lot. It's inexplicable.
And all of those immediate response priorities are achievable tasks with a guaranteed impact, rather than placing the moon-shot level of effort solely behind a gamble on vaccines. Should be doing all of the above; it's malpractice that they're not.
