Huge amounts of uncertain economic, social, medical data suggests also the need for those with skills in handling that - actuaries, risk managers, statisticians. But you still don't get a clear answer - ministers have to make difficult decisions. Which should be their strength...
Add in measuring, monitoring and plans for what to do in different situations (most obviously, a potential second wave), plus communicating all of that clearly and effectively, and it becomes clear working out easing of lockdown is a task of huge complexity.
After many years of global trends to the contrary most governments are having to re-learn micro-management of their countries. And the longer this crisis continues, the harder it may be for them to change back afterwards. Something worth considering.
