With the release of the consultation on the Clean Heat Grant Scheme this week, I thought it'd be worth sharing some analysis we've produced at @Ecuity_UK. How does the CHGS stack up compared to similar schemes internationally and will it be enough? A thread #lowcarbonheat (1/9)
UK heat pump deployment per capita lags behind the majority of European markets. Action is needed and the shift to upfront grant potentially simplifies the consumer offering and increases deployment. I'm personally a big fan of upfront payments vs spreading payments out. (2/9)
The £4k flat grant is larger than most grants from similar schemes in European markets. (Leaky UK homes = larger #heatpump = increased cost). So interest could be high, but overall deployment depends on the total funding available. (3/9)
The CHGS has £100 million of funding allocated for 2 years. The expected uptake in BEIS' central scenario delivers 21,700 ASHPs, 2,600 GSHPs and 700 Biomass installations over 2 years. WSHPs are also eligible. (4/9) assets.publishing.service.gov.uk/government/upl…
The @HPA's roadmap suggests that nearly 300,000 HPs will be needed per year by 2025. As pointed out by my colleague @ecuity_robert the CHGS's level of funding isn't enough (below other countries too), a clear policy gap for mass low carbon heating still exists. (5/9)
1 option to fill the gap could be to raise the CHGS funding. Despite the relatively high grant level, the UK lags behind international equivalent schemes, which are already in place and allocate higher funding per person each year than that promised here for 2 years time. (6/9)
Grant funding though is only part of the answer. It has been shown that a policy mix of subsidisation, carbon taxes, regulation and strong support for certification standards of skills and products to be effective across multiple countries.(7/9)See UKERC ukerc.ac.uk/programmes/tec…
The importance of installer skills must not be underestimated. They are the key point of advice for customers and hold huge sway in terms of the heating systems being deployed. (8/9)
So while I'm optimistic about the shift to upfront grant support for #heatpumps, a wider policy mix of support (and potentially more funding) is needed if the Government wants to credibly demonstrate a plan to reach a mass market for #lowcarbonheat. (9/9)
