Yes, in pursuit of the above objectives, the CEO must attract, retain, evaluate and reward a team that is full of talented people to meet those two objectives.
Operational tactics may change.
Strategy may be shifted.
But the goals remain crystal clear.
The CEOs must work based on data and logic, laced with high emotional intelligence (not emotions!).
