The EO bans the "acquisition, importation, transfer, or installation of any bulk-power system electric equipment" that involves any property by a foreign national. 
The Secretary of Energy, along with OMB, Secretaries of Defense & Homeland Security, and the DNI Director have to identify any current, risky bulk power electrical equipment being used & recommend ways to monitor & replace them.
Trump's EO also established the "Task Force on Federal Energy Infrastructure Procurement Policies Related to National Security" to protect our country from national security threats related to government procurement of energy infrastructure.
